Steve is Senior Policy Analyst for Transform Drug Policy Foundation, a UK based NGO and charity engaged in analysis and advocacy around drug policy and law reform, where he has worked for 20 years, and a lead author on a range of Transform publications including their books on regulating all drugs (2009), cannabis (2013, 2022), stimulants (2020) and psychedelics (2023). He has been a regular contributor to the UK and international debates on drug policy and law reform, including in a range of Government and UN forums, and has served as an adviser for the Global Commission on Drugs, and the Governments of Uruguay, Canada, Luxembourg, Malta, and Mexico on cannabis regulation.
